WITH each year turning in new technologies to make life better for mankind, the Laguna Lake Development Authority (LLDA) announced on Tuesday that business establishments around Laguna de Bay Region can now apply for LLDA Clearance and Discharge Permit right in the comforts of their offices or even in their homes as they partnered with Asia Pacific College to set-up the application, processing and approval of LLDA permits online.

As a post-Christmas gift to its clienteles, the online application of Clearance and Discharge Permit was launched last month at the Administrative Building of Carmelray Industrial Park II, Barangay Tulo Calamba, Laguna.

Around 30 Pollution Control officers of various locators in the industrial park were among the first to experience the actual online application, evaluation and approval of this scheme.

The online application is an integral part of the authority’s permitting, evaluation and monitoring system, which is a sub-component of the Laguna de Bay Institutional Strengthening and Community Participation Project of the LLDA with assistance from the World Bank and the Netherlands Government.

According to Laguna Lake Development Authority General Manager Edgardo Manda, the online application is part of the Authority’s efforts to streamline the processing of LLDA permits and clearances.

“This will definitely deter red tape and promote efficiency among our ranks, as the processing will significantly lessen from four months to one month,” Manda said.

Earlier, the LLDA has significantly simplified the documentary and other requirements for Clearance and Discharge Permit applications through Memorandum Circular Nos. 2008-04 and 05.

The online application will not only minimize traveling expenses on the part of the stakeholders but will also minimize data encoding errors. Those who may have difficulty using the online application or those who will not be present during the launching are invited to visit the LLDA main office at Club Manila East, KM 24 Manila East Road, Taytay, Rizal for technical assistance.

Asia Pacific College will temporarily host the website for this online application while LLDA reconstructs its official website.-- Francis Earl A. Cueto
