Clark railway approved

State-run Bases Conversion and Development Authority and the Transportation Department have agreed to proceed with the construction of the Tutuban-Malolos-Clark leg of the $6 billion North-South Commuter Railway project.

“We agreed with the Transportation Department in principle. They want us to do the Tutuban-Malolos-Clark leg. This will be undertaken through a pubic private participation and joint venture mode,” BCDA president and chief executive Arnel Paciano Casanova said in an interview.

The project secured government approvals and licenses from different agencies. The Transportation Department will conduct the bidding in June 2015, a month after the terms of reference is published in May.

The Clark rail segment, which would connect from Malolos, Bulacan, is expected to cost around P177 billion.  The Tutuban extension will cost another P200 billion.

BCDA said it would provide the needed land for the project, including substantial areas for commercial development at every station.  It will also provide some 100 hectares in Clark Green City for use as transport hub and to house the Clark rail depot.
