The state-owned Bases Conversion and Development Authority (BCDA) had extended the deadline for the submission of eligibility documents to developers who want to challenge the unsolicited proposal of SM Land Inc. (SMLI) for the development of a 33.1-hectare military lot in South Bonifacio.
BCDA executive vice president Aileen Zosa said the decision to extend the deadline for the submission of eligibility documents for an additional 30 days to Nov. 19 from Oct. 20 would allow more time for the BCDA, Department of National Defense and the Armed Forces of the Philippines to resolve certain issues on relocation and replication of facilities located in the subject properties, among others.
She added that proponents shall be advised of a revised timetable of activities on the bidding process.
This is the second time the deadline was extended. The original deadline was set on Sept. 20 but a request was made during the pre-eligibility conference to extend the deadline to give more time to gather requirements from government offices. The deadline was then extended to Oct. 20.
Zosa said that since relocation and replication of the structures occupying the properties are crucial to the development timetable of the winning proponent, resolving the issues thereon will lower the risk for proponents.
“This will certainly result in a more competitive selection process and will maximize the yield for the government,” she added.
The six real estate developers who purchased the Terms of Reference (ToR) for the eligibility requirements on the competitive challenge to select BCDA’s joint venture partner for the project named the Privatization and Development of the approximately 33.1-hectare BNS/PMC/ASCOM/SSU Properties in Bonifacio South were Ayala Land Inc. (ALI), Filinvest Land Inc. (FLI), Jones Lang La Salle-Leechiu (JLL), Megaworld Corp., Robinsons Land Corp. (RLC) and Rockwell Land Corp. (Rockwell).
The 33.1-hectare area up for bidding is composed of lands presently occupied in part by the Army Support Command and Special Services Unit of the Philippine Army and in part by the Bonifacio Naval Station and Philippine Marine Corps of the Philippine Navy.
Under the Bonifacio South master plan, the area would be developed into a medium to high-density residential and mix use complex, with a strong institutional component and has a maximum allowable gross floor area of 1.355 million square meters.
The property is located along Lawton Avenue and is separated from the Jusmag property by the Namria area and a six-hectare strip of land retained by the Philippine Army.
