Councilor Ariel Inton of the fourth district of Quezon City criticized a homeowners' group in barangay Old Balara for collecting rent since 2004 on a property owned by the Quezon City government.
Inton accused the Capitol Hills Golf Subdivision Homeowners’ Association (CHGSHA) for accumulating illegal rental fees amounting to P1.7 million from two telecommunication firms.
He claimed that the disputed space with an area of 7,801 square meters was turned over by the developer of the subdivision to the Quezon City government in April 1980 through a deed of donation signed by then Quezon City mayor Adelina Rodriguez and Miguel Halili Jr., president of Tofemi Realty Corporation with the conformity of Francisco Santana developer of the subdivision.
The donated property consists of 10 street lots, three alleys, one road lot and open space.
Inton accused the homeowner’s association of defrauding the Quezon City government by executing a lease of contract first with SMART in Sept. 3, 2004 and later with Globe in May 10, 2007 for the installation of cell sites in the open space of the subdivision belonging to the city government.
He noted that Smart has so far remitted P1,180,000 while Globe has paid P480,000 in rentals to the CHGSHA.
Inton called on an immediate inquiry on the anomaly, saying that the rentals should have gone to the coffers of the Quezon City government.
