MINES and Geosciences Bureau director Horacio Ramos has been named environment secretary replacing Eleazar Quinto who has been transferred as director general of the Office of Political Coalition Affairs (OPCA).
He stayed as DENR secretary for a little over a month, having been appointed Jan. 4.
Quinto will replace Maricor Imperial, who is president of the Friends of Ramos for Teodoro (FORT) and executive chairperson of the 2009 Metro Manila Film festival.
Imperial in turn will replace Silvestre Bello III as Cabinet Secretary.
The appointments were made Feb. 8.
Ramos, a mining engineer by profession, is a graduate of the Mapua Institute of Technology and the University of New South Wales.
Asked if the replacement of Quinto stemmed from complaints of DENR employees about the hiring of consultants, Executive Secretary Eduardo Ermita stressed every agency head has his own style of leadership.
Quinto was DENR undersecretary prior to being named acting secretary to replace Joselito Atienza Jr.
Quinto welcomed his new position as the director-general of OPCA.
"I think Ramos deserves it. Napakatagal na niya sa DENR. Alam na alam na niya ang pasikot-sikot sa DENR," Quinto said. – Jocelyn Montemayor and Angela Lopez de Leon
