The Quezon
City council has passed a resolution ratifying a memorandum of agreement (MoA)
for the development of an on-site socialized housing project for persons with
disabilities (PWDs).

“Bistek” Bautista signed the MoA with Secretary Dinky Soliman of the Department
of Social Welfare and Development (DSWD) and District 3 Rep. Jorge “Bolet”
Banal Jr.
Under
Presidential Proclamation No. 504, Series of 2003, a parcel of land described
as Lot No. 7-F, Sub-block No. 13-F, Psd-473, with an area of 31,777 square
meters, more or less, was reserved for the rehabilitation center purposes for
PWDs under the supervision and administration of the DSWD.
The parcel of
land is the present site of the National Vocational Rehabilitation Center.
The QC
government has created a task force on socialized housing and development
pursuant to Local Executive Order 6, Series of 2010 for the transformation of
the blighted areas into decent communities through development of socialized
housing, by partnering to undertake and provide necessary and appropriate
assistance to affected families.
In addition,
the city government created a special task force, the STF Escopa, composed of
its line agencies, the Office of the District 3 representative and the barangay
councils of Escopa I, II, II and IV to help and facilitate the implementation
of development projects in Escopa.
The overall
development of Escopa includes the proposed development of on-site housing
project for PWDs and the road improvement of the main road of the four
barangays.
It was the QC
government that initiated moves to have an on-site housing project for PWDs.
