BF homeowners’ group now has 2 sets of officers

BF Homes Parañaque, a residential subdivision of some 10,000 households that is home to the biggest homeowner’s association in the country, is now being governed by two sets of “newly-elected officers” who are both claiming authority to run the affairs of the village.

The warring groups, after holding separate elections, elected two presidents, vice presidents, secretaries, treasurers, auditors and public relations officers (PROs).

Last Saturday, the Management Committee (Mancom) created by the Housing and Land Use Regulatory Board (HLURB) elected officials of the United BF Homeowners Associations Inc. (UBFHAI).

Leon Arcero was elected president with Rolando Navarro as vice president, lawyer Belinda Lagui as secretary, lawyer Vic Lasala as treasurer, Rudy Palpalatoc as auditor, and Dr. Renato Bernabe as PRO.

Late last month, incumbent and holdover UBFHAI officials, through their election committee, also held general elections in alleged defiance of HLURB orders, considering that the Mancom was the only body granted authority by the HLURB to call and conduct the polls.

Celso Reyes was re-elected as president while Alfred de Leon was elected vice president, lawyer Al Lopez as secretary, Vangie Yuboco as auditor, and Tudy Yotoko as PRO.

The election of two sets of UBFHAI officials for 2008 to 2009 is expected to cause further confusion among residents since both sets of officials claim to have been chosen by a majority of sector leaders and smaller homeowners’ associations called enclaves.

Reyes’ group and the Mancom had long been battling for control of the huge residential village, which interconnects three southern Metro Manila cities.

BF Homes Paranaque is also home to a substantial number of business or commercial establishments located along its major roads. This early, officials of both factions are already clashing over issues like car stickers for residents and non-residents who pass through its gates and streets and guards who man them.
