Laguindingan airport construction in full swing

WITH almost all glitches already ironed out, works for the US$167.09 million Laguindingan Airport Development Project (LADP) are going full throttle, officials said.

The project's relocation component is almost complete, while major construction activities - access roads and main civil works - are continuing at an ideal rate, reported Engineer Della Capicenio, the project manager.

Capicenio and Misamis Governor Oscar Moreno sought to appraise the local media on the updates of the long-delayed airport project in a press briefing Friday.

The two officials cited the potential economic gains the new airport will bring to the region, and expressed optimism that it will finish construction in 2012, the target date of completion.

"Every airport project of this scale always brings economic multiplier effects to the locality. Infrastructure development will follow, and along with it, the livelihood of the locals will improve," said Capicenio, whose experience in building air terminals includes the Puerto Princesa airport project.

For Moreno, wide-body aircraft that can be accommodated in the international standard Laguindingan airport would boost the flow of goods in and out of the region - increasing economic activities.

Meanwhile, site development for the relocation's second phase is already 75 percent complete, and within it, 37 duplex-type houses have been built of the 109 set to be constructed, an accomplishment report prepared by Capicenio's office said.

Contentious issues on resettlement initially posed a potential delay for the grounds works after a group of settlers refused to back down, claiming they were denied of just compensation from the government.

However, Moreno said all funding problems regarding resettlement have been sorted out - thanks to the government's decision to integrate relocation component into the Laguindingan International Airport financing.

"Owners of affected structures are now entitled to disturbance compensation. Affected settlers are now being relocated, and provided with housing units," the governor said. "Slowly, the affected residents are beginning to understand that this is a government project that needs their support and understanding."

As of April 9, the Capitol has completed the acquisition of all properties where the sprawling 417 hectares will rise, half of it donated by the Ayala Land Corp.

Construction of the access road is at 75.19 percent; house construction for the second phase of the relocation site at 33.94 percent; and main civil works, which started in January this year, is less than once percent.

Air navigation and support facilities,, which has an estimated cost of P708 million, will be bid out in 2008.
