LRA inaugurates first twin registry office in Cebu

The Land Registration Authority (LRA) inaugurated recently the newly constructed Cebu City and Province Twin Registry of Deeds (RD’s).

The inauguration of the building that was constructed within the Department of Agriculture (DAR) Compound in Cebu City, will house the modern and automated RD facilities.

It is the first structure to be built in the whole of Visayas and Mindanao under the LRA’s computerization project known as the Land Titling Computerization project, otherwise called as the LTCP.

According to LRA Administrator Benedicto B. Ulep, the 840-square-meter building is a concrete testament to the LRA’s vision for an independent corporate land registry body which can exercise quasi-judicial functions under an automated, secure , and modern system.

Administrator Ulep added that the building was constructed at no cost to the government by the Land Registration Systems, Inc. (LARES), to which the LRA computerization project had been awarded.

LARES in effect became the LRA’s exclusive information technology provider under the Build-Operate-Own (BOO) option of the Build-Operate-Transfer (BOT) Law, following a rigorous public bidding process.

The LRA administrator further highlighted the fact that with the operation of the new facilities of the LRA, the RD’s of Cebu City and the province, can now boast of being at par with the First World countries.

The facility is totally secure with contemporary and conducive work environments which is expected to facilitate faster and more efficient service to the LRA’s clientele.

The Land Registry Head further noted that modernization, which the LRA is currently undertaking, is a key performance indicator towards economic development.

Administrator Ulep and lawyer Emmanuel M. Gimarino, the LRA’s Region VII Registrar, led the LRA regional district officials and employees in welcoming local government officials of both the city and province of Cebu.

Also present in full force were LARES executives represented by its chairman, Cezar Quiambao and representatives of the bigger real estate players in Cebu province who are anticipating a modernized and fully automated LRA.
