John Hay developers told to pay rent first

BEFORE any further development is made at Camp John Hay, officials say lease obligations have to be settled first.

In a closed-door committee meeting recently, City Attorney Melchor Carlos Rabanes said officials of Camp John Hay Development Corporation (CJHDevCo) have optimistic views about plans on Camp John Hay, but they were told that the unpaid lease now has to be paid to the City Government.

This and other concerns of the city will be raised to higher authorities of CJHDevCo and the Bases Conversion and Development Authority (BCDA), Rabanes said.

The City Council has invited representatives of CJHDevCo and the newest locator Ayala Land, Incorporated to its July 28 session for an appraisal on the proposed development.

"No further action in relation to the Ayala Land project should be undertaken by the parties until the briefing has been conducted," Councilors Betty Lourdes Tabanda, Elaine Sembrano and Fred Bagbagen stressed in a resolution adopted by the body.

"The City of Baguio welcomes business investments in the city but it is a primordial concern that the interest of the city and its residents be protected," the three councilors noted.

Last July 1, the 39-year lease agreement of Ayala took effect. Included in the plans are the construction of a retail center, and business process outsourcing facility.

With this development, revival of the CJH monitoring team is tasked to oversee that developer will complies with the 19 conditions the city has set to preserve and protect CJH from the negative effects of massive development like massive tree cutting and depletion of water resource, among others.
