CIAC starts accepting proposals for terminal-2

CLARK FREEPORT, Pampanga: Clark International Airport Corp. (CIAC) Vice President for Administration and Finance Romeo Dyoco, chairman of the firm said that all is not lost for the development of the Terminal 2 saying “Clark International Airport Corp. is currently studying various options for the construction of a new terminal for DMIA [Diosdado Macapagal International Airport]. Among them is the unsolicited proposal via a joint venture between a private group through a second bidding; and by securing funds through the Overseas Development Assistance or through other loans and equity to facilitate the project.”


Dyoco said the Clark International Airport Corp. board instructed the Joint Venture Selection Committee to pursue Annex C under the JV Guidelines (Competitive Challenge Procedure) that would simplify and fast track the development of the Terminal 2 project for Diosdado Maca-pagal International Airport saying that Clark International has simplified some requirements so as to facilitate and attract investors for the project.


He said under Annex C of the joint venture guidelines, the capacity of the Terminal 2 has been reduced to a minimum requirement of 3 million passengers per year instead of the previous 7 million passengers capacity for the new terminal project of the airport. Under the project, Terminal 2 will occupy 11.9 hectares of land inside the 2,500-hectare Clark Civil Aviation Complex.


The minimum investment for the terminal 2 project has been reduced to P4 billion from the previous P6.5 billion and this is “meant is to attract investors for the Terminal 2 Project.” The recent bidding for the terminal project was declared a failure for the inability of the bidders to comply with some of the requirements.


Under the joint venture scheme, Clark International Airport Corp. has a 30 percent stake while the proponent will have 70 percent ownership. Dyoco said that this is a “competitive challenge” among potential investors who will be obliged to produce the best offer to build, design, finance, equip and operate the Terminal 2 before 2010.”


“This is what we are doing right now, we [Clark International Airport Corp. Board] are in the process of studying all of these options so as to set up the Terminal 2 Project before 2010,” according to Dyoco.


“We need to do this hopefully, in the next two years.” said Dyoco, adding that they are reviewing the terms of reference as well as the calibrated construction of the new terminal for Diosdado Macapagal International Airport.


Dyoco said the Clark International Airport Corp. Board has given the Committee until the end of this month to study all of the options for the development of the Terminal 2 Project of the Diosdado Macapagal International Airport.-- Mark Louie P. Roxas
