Abaya cites early SCTEx completion

"The Bases Conversion and Development Authority (BCDA) has delivered to the country and our people the longest world-class expressway, and we are concentrating our collective energy in making travel through the Subic-Clark-Tarlac Expressway (SCTEx) safe, comfortable and seamless."

Thus declared Narciso L. Abaya, BCDA president and CEO, who added that "this roadway has brought us closer to realizing the vision of President Arroyo in developing Clark and Subic as the best international service and logistic centers in the region.

He revealed: "As we are about to close the books of the original scope of work, we expect to realize savings of at least P600 to P700 million."

The savings were realized as a result of "a team effort of the BCDA project management staff and, for that matter, the entire BCDA Board of Directors for its regular fortnightly oversight of the SCTEx project," he added.

Part of this oversight is tightening of financial controls, so that only valid and legitimate claims are paid.

The project was completed in record time of three years which, observers noted, is the fastest in completion among government projects, considering its magnitude and complexity, not to mention the many issues attendant to a road construction project.

The BCDA chief noted that businessmen, traders, tourists and all other travelers have been citing SCTEx as "the most scenic of all expressways, and have made them proud as Filipinos." Those who traversed the 94-kilometer roadway said the SCTEx "is comparable to the best expressways in the West!"

In addition, Abaya echoed the sentiments of the business sector on the way the SCTEx is now playing a major role in the efficient delivery of goods and services thereby reducing the cost of doing business.

Likewise, tourists and the motorists have been pleased with the reduced travel time — saving on travel cost and fuel.

Abaya cited this positive feedback against the backdrop of negative statements coming from a few sectors still talking of project costs that rose a few levels due to foreign exchange fluctuations and the rise of the price index.
