Business leaders call for open skies policy at Clark

CLARK FREEPORT, Pampanga: President Arroyo will visit this Freeport on the eve of her 61st birthday today (Friday) with various business and sectoral leaders in Luzon praying and hoping that the Chief Executive will sign a proposed executive order restoring open skies policy at Diosdado Macapagal International Airport (DMIA).

Alex Cauguiran, executive vice-president of Clark International Airport Corp. (CIAC) stated in his press statement last February that the President has approved in principle EO 500-B allowing foreign airlines to apply for third and fourth freedom traffic rights at DMIA and the Subic International Airport, a privilege now allowed under EO 500-A.

It will be recalled that in January, 2006, President Arroyo signed EO 500 unilaterally proclaiming open skies here. But in August that year, the President was reported to have bowed to pressures from “domestic protectionist allies” in the aviation industry by amending it with EO 500-A.

The US government in its official statement issued last week during the 2008 Philippine Economic Development Forum, where President Arroyo was keynote speaker, also endorsed the proposed EO 500-B.

Third freedom refers to the right to carry passengers and cargo from a carrier’s country to another while fourth freedom refers to the right to transport traffic and cargo from another country to the carrier’s own.

President Arroyo is arriving to lead in the inauguration of the expanded DMIA passenger terminal building and witness the signing of the contracts with Singapore Airlines Engineering Co. to set up a grant aircraft repair facility worth $100 million and another contract costing $25 million with Kuwait Golf and Link to establish the Global Gateway Logistics Park, said CIAC president/CEO Victor Jose I.
