THE government on Wednesday began the auction for the construction of the Daang Hari-South Luzon Expressway Link Road Project, one of the priority projects of the Aquino administration under its Public-Private Partnership scheme.
In a newspaper ad, the Department of Public Works and Highways invited prospective bidders to seek pre-qualification for the project.
“The project is located in the Province of Cavite which is one of the most rapidly growing areas around Metro Manila. Population growth, coupled with industrial and commercial development, has brought about serious traffic congestion in the area,” the notice read.
The project will be procured under a fully transparent and competitive process strictly following the rules and procedures of the Philippine Build-Operate-Transfer Law and its Implementing Rules and Regulations.
“The Republic of the Philippines, represented by DPWH, will be the direct counter party in the Toll Concession Agreement to be implemented under the Philippine BOT Law [Republic Act 6957 as amended by RA 7718],” the notice read.
The DPWH would secure right-of-way for the project at a pre-agreed timeline, which will be defined in the TCA.
The bidding for the project will follow the two-stage/two envelope system for soliciting proposals under the BOT Law. Under this process, prospective bidders are first pre-qualified based on minimum legal, technical and financial requirements set by the DPWH.
“Only prospective bidders who pre-qualify shall be invited to bid for the project,” the notice read.
Interested parties must submit all qualification documents on September 19 to the Central Procurement Office, 5th Floor, DPWH Main Building, Bonifacio Drive, Port Area, Manila.
