Bill to open village roads

A LAWMAKER has filed a bill seeking the opening of subdivision roads within Metro Manila to ease traffic congestion.

Cagayan de Oro Rep. Rufus B. Rodriguez (2nd district) filed House Bill 3575, claiming it will address the failure of traffic planners to address the problem.

"In the last 15 years, we have seen the gradual worsening of the traffic congestion in [Metro] Manila which we are now currently experiencing," Mr. Rodriguez said in a statement.

The bill provides that a subdivision or village is required to open at least one road to vehicular traffic, but access will be limited to vehicles with a gross weight of up to 4,500 kilograms.

The homeowners association of a subdivision or village and the Department of Public Works and Highways will select and designate the road to be opened, taking into consideration the best alternative access to the residents.

A reasonable fee not exceeding P5 from every vehicle, or an annual fee of not more than P300, will be collected for road maintenance and provision of security.

A similar bill has been filed in the Senate by Senator Jose "Jinggoy" Ejercito Estrada under Senate Bill 465. — AKKA
