League of Municipalities backs extension of free patents to residential lands

Tacloban City (May 4) --The League of Municipalities of the Philippines strongly supports and endorses the extension of free patents to residential lands as proposed in the House Bills No. 3298 and 3401.

LMP National President Ramon N. Guico Jr. together with the National Executive Committee approved Resolution No. 004-2008, to that effect during its meeting held recently in Quezon City. The LMP believes that the extension of free patent to residential lands will provide an efficient and effective land titling procedure that can be availed of by most of the residential landowners since this is inexpensive and affordable.

The current residential land titling and registration process is slow and inefficient, the reason why a large number of residential lands in the country remain untitled and are only covered by tax declarations, LMP said.

The inefficiency led to as many as 7.8 million residential land parcels remaining untitled, representing 70% of the 11.15 million untitled land parcels in the country.

The LMP said that it put emphasis on programs that are aimed, among others, to improve tax collection, ensure peace and order, and provide sustained and programmed delivery of services. The titling and registration of residential lands strengthen the tenure security and clearly define property rights of the landowners, thus promoting greater social stability.

Besides, the benefits of the titling and registration of residential land parcels are in harmony with the delivery of basic services to the constituency of the members of the LMP, the resolution stated. (PIA 8)
