Cagayan de Oro City (18 September) -- Preparations are underway for the full implementation next year of the Land Administration and Management Project Phase 2 (LAMP2) in the province of Bukidnon.
With the support of Bukidnon Governor Jose Ma. Zubiri, the Department of Environment and Natural Resources (DENR) which is the lead agency of LAMP2, recently facilitated the conduct of the first Local Steering Committee (LSC) Meeting in Malaybalay City on September 8. An Orientation and Initial Planning was started in the afternoon of September 8 up to September 10 also in Malaybalay City.
Governor Zubiri welcomed the implementation of the project in his province. As chairman of the Local Steering Committee (LSC), Governor Zubiri presided over the meeting which also served as launching of the project in the province.
It was gathered that the Provincial Government of Bukidnon through Gov. Zubiri offered to donate a lot for the One-Stop-Shop (OSS) to be established in Malaybalay City. The proposal will be discussed during the LAMP-National Steering Committee meeting since DENR Assistant Secretary Gerardo Calderon and LAMP Executive Director Eduardo Quinto, XIV were present during the meeting in Malaybalay City.
The Land Administration and Management Project Phase 2 is a 5-year project which is aimed to accelerate the process of land administration reform in selected regions, provinces and municipalities. Its purpose is to alleviate poverty and economic growth through secure land tenure and equitable property valuation.
LAMP2 is an inter-agency project led by DENR in partnership with the Land Registration Authority and the Department of Finance. The World Bank provides financial support while the Australian Agency for International Development (AusAID) provides a grant for technical assistance. LAMP1 was implemented in five (5) municipalities of Leyte and LAMP2 in the whole province of Leyte and the province of Bohol with Bukidnon as the second LAMP2 site.
The members of Local Steering Committee are Regional/Provincial heads of participating agencies like the DENR, Dar, BIR, DA, Bureau of Local Government Finance and Registers of Deeds, representatives from the civil society, private sector and academe. Other members are the presidents of the province's League of Mayors, League of Vice Mayors, League of Councilors and Association of Barangay Captains. The Local Steering Committee was created to ensure effective interagency coordination and implementation at the local level and provide policy guidance to project implementation at the field level.
Meanwhile, staffs from Land Administration and Management Project headed by Executive Director Eduardo Quinto, XIV spearheaded the Orientation and Initial Planning for the Provincial Project Implementation Office (PPIO) and One-Stop-Shop personnel. Bukidnon Provincial Environment and Natural Resources Officer Agustilo Obsioma serves the project manager of LAMP2. Lectures were conducted on the LAMP2 components which include policy development, institutional development and capacity building, tenure security, property valuation and taxation and project management. Participants were from DENR, BIR, Register of Deeds and LGU representatives.
Aside from DENR personnel, contractual personnel will be hired within this year according to Executive Director Quinto. Key personnel of the Provincial Project Implementation Office (PPIO) and One-Stop-Shop will be trained in Leyte prior to the full implementation of LAMP2 in Bukidnon. The lead agency of the One-Stop-Shop is the Register of Deeds. (RPAO, DENR-10)
